TOPEKA, Kan. (AP) - Kansas officials have agreed to pay $875,000 to settle a federal lawsuit against a former state social worker and her supervisors.
The State Finance Council approved the settlement Monday. The council is the governor and eight top legislative leaders. Brandon Blackmon sued six employees of the Department of Social and Rehabilitation Services in 2005 over the two years he spent in state custody as an accused juvenile offender from Wichita.
Blackmon was 10 years old when police took him into custody in May 1996 over an alleged sexual assault of a 4-year-old girl. Blackmon denied the allegation, and in 1998 the Kansas Supreme Court reversed a court finding that he had assaulted the girl.
Blackmon's lawsuit alleged his case was mishandled and he suffered abuse while in custody.

  1. Hello readers my son is Charles Patrick Cosgrove. He is 30 years old. Most of his life he has been in the system. His case is Charles Patrick Cosgrove vs. Kansas Department Of Social And Rehabilitation Services. My name is Elisa Breitenbach I am a Candidate in Independence for the At-Large City Councilman. I am truly tired of all the career politicians that turn a blind eye to the weak and helpless. This agency robbed my son and my daughter of their childhood. They cost me over $250,000 dollars in just attorney fees. These foster parents belong behind bars along with SRS officials who actively covered up the crimes of the Brumley foster home. My sons case could be tossed out again any day now by the same judge that has tossed it out before. Most children who grow up and are abused in foster care have no VOICE like Adam Herrman who has been missing for over 10 years. Hundreds of lives have been shattered. My family survived all the abuse and injustice from the hands of the alleged child savers. This darkness must end for children. Child Abuse should be a CRIME for all!!! Foster children need protection from the very system that holds them. May GOD Help Each Of Them Find JUSTICE. Join with me and pray God's judgment on the wicked who turn a blind eye to all the abused children. Thank You for reading my blog.
